Ouray is a senior leader in governance and finance who previously served as Chief of Siksika First Nation, where he led major institutional and financial initiatives supporting long-term stability and financial independence.

Before joining ISP, Ouray served as Chief of Siksika First Nation from 2019 to 2025. During his tenure, he led the successful negotiation of a $1.3 billion land claim settlement, one of the largest in Canadian history, and oversaw the development of new trust structures designed to support long-term financial sovereignty.
 
He also led significant governance and institutional initiatives, including the establishment of Siksika Nation’s own prosecutor’s office and the reestablishment of self-administered policing services.
 
Earlier in his career, Ouray served as Chief Financial Officer for Siksika Nation, overseeing financial operations and safeguarding approximately $250 million in financial assets while supporting annual operating budgets exceeding $150 million.
 
He also held senior accounting and audit roles with major organizations and professional services firms, including KPMG and EY, developing deep expertise in financial reporting, internal controls, and regulatory compliance.
 
Ouray holds master’s degrees in business administration (MBA) and accounting (MACC) and earned the designation of Certified Public Accountant (CPA). He is the first Chief in Canada to hold the CPA designation.
 
At ISP, Ouray serves as a Senior Consultant, advising clients on governance, financial strategy, and organizational structure. He works with leadership teams to strengthen financial oversight and support informed decision-making in complex environments.
 
Outside of his work, Ouray serves on several boards and advisory bodies focused on economic development and governance.
