Catherine Sparks

Senior Consultant

Catherine is a senior executive with more than two decades of leadership experience across municipal government, private industry, and consulting. Her executive, governance, and advisory roles have given her a view of organizations from every side of the table.

As a Senior Consultant at ISP, Catherine helps clients work through complex issues, build trust and partnerships, and move strategic priorities from discussion to implementation. She uses her executive experience in the public and private sectors to help organizations make informed decisions, see past the immediate challenge to the opportunities around it, and achieve results that last.

Before joining ISP, Catherine spent a decade as a Director and Branch Manager with the City of Edmonton. She led the development of the City’s enterprise strategic planning framework, including ConnectEdmonton, which brought Council, administration, and community priorities into closer alignment and supported long-term decision-making. As Branch Manager of Human Resources Client Services, she led an integrated workforce services portfolio supporting approximately 13,000 employees across more than 70 business lines. Earlier in her career, she was Vice President of Shared Services for Canadian Dewatering L.P., Western Canada’s largest provider of fluid management and dewatering services, where she led integrated corporate services for operations spanning the energy, mining, construction, municipal, and industrial sectors. Through Sparks Impact Group, she has continued to advise organizations on strategy, governance, leadership, and organizational performance.

Catherine holds a Master of Business Administration from Athabasca University, a Bachelor of Education from the University of Alberta, and a Level I National Advanced Certificate in Local Authority Administration, also from the University of Alberta.

Active in her community, Catherine has coached youth soccer and softball and cheered on her three daughters through their many activities, particularly competitive dance. An avid runner and traveller, she believes the most meaningful growth comes through new challenges and investing in others.
