With a distinguished career spanning more than four decades, Andre has held senior leadership positions across municipal and provincial governments, and most recently with the Canadian Urban Institute.

As Managing Partner and Partner at ISP, Andre specializes in aligning organizational objectives with key decision-makers, ensuring projects advance efficiently through the most direct and impactful routes. 

Before joining ISP, Andre served as City Manager for the City of Edmonton from January 2021 to April 2024. Under his leadership, Edmonton implemented its visionary City Plan, advanced major pandemic and economic recovery initiatives, and coordinated wildfire relief for thousands of evacuees seeking refuge in the city. 

While serving in the Government of Alberta as a senior leader, Andre held the following roles: Assistant Deputy Minister of Regional Transportation, Chief Assistant Deputy Minister for the Alberta Flood Recovery Task Force, Deputy Minister of Municipal Affairs, Deputy Minister of Transportation, Deputy Minister of Jobs, Skills, Training and Labour, Deputy Minister of Environment and Parks, Deputy Minister of Agriculture and Forestry, and Deputy Minister of Education.  

His commitment to urban development, community engagement, and civic leadership was recognized by the Canadian Urban Institute, where he was appointed as a fellow, contributing insights on urban mental health and its impact on community vibrancy.  

During his service with the Canadian Forces, Andre commanded teams on domestic and international missions, including deployments in Iraq, Kuwait, East Timor, Bosnia, and Afghanistan. He retired as a Brigadier General after leading the Land Component for Security Operations at the 2010 Vancouver Olympics and serving as Deputy Commanding General of the U.S. Army 10th Mountain Division in Southern Afghanistan, overseeing NATO operations. 

 Andre holds an undergraduate degree in civil engineering and master’s degrees in management and defence and international policy. Outside of work, he and his family enjoy skiing, camping, fly fishing, and hiking.

As a Senior Advisor at ISP, Andre excels at aligning an organization’s objectives with the right decision-makers, ensuring projects are executed swiftly through the most direct and impactful route.

Prior to ISP, Andre was the City of Edmonton’s City Manager from January 2021 until April 2024.
