With a distinguished career spanning over four decades, André has held numerous senior leadership positions within municipal and provincial governments, and most recently, the Canadian Urban Institute.

As a Senior Advisor at ISP, André excels at aligning an organization’s objectives with the right decision-makers, ensuring projects are executed swiftly through the most direct and impactful route.

Prior to ISP, André was the City of Edmonton’s City Manager from January 2021 until April 2024. Under his leadership, Edmonton implemented its visionary City Plan, actioned many pandemic and economic recovery efforts, as well as wildfire support for thousands of evacuees taking refuge in their city.

His commitment to urban development, community engagement, and civic leadership was recognized by the esteemed Canadian Urban Institute, where André was appointed as a Fellow, providing advice on urban mental health and its impacts on community vibrancy.

During his service with the Canadian Forces, André commanded teams on domestic and international missions, including assignments in Iraq, Kuwait, East Timor, Bosnia, and Afghanistan. He retired as a Brigadier General after leading the Land Component for Security Operations at the Vancouver 2010 Olympics and serving as the Deputy Commanding General of the U.S. Army 10th Mountain Division in Southern Afghanistan for 14 months, overseeing NATO operations.

André holds an undergraduate degree in civil engineering and master’s degrees in both management and defence & international policy. He and his family enjoy skiing, camping, fly fishing, and hiking.
