Amber Link is a strategic advisor and public-sector leader with more than 15 years of experience advancing economic growth, strengthening governance, and guiding complex policy across Alberta. She is known for her ability to navigate multifaceted challenges with precision and to translate strategic intent into measurable outcomes for governments, organizations, and communities. 

As a Senior Consultant at ISP, Amber specializes in helping clients move initiatives forward through disciplined governance, strategic alignment, and a deep understanding of rural and regional economic priorities. Her work is grounded in the principle that economic growth, supported by strong institutions and thoughtful policy, is one of the most powerful forces for improving lives and strengthening communities.

Before joining ISP, Amber served as Reeve and Councillor for Wheatland County and as a District Director with Rural Municipalities of Alberta (RMA), where she advanced evidence-based decision-making and collaborative advocacy. During her tenure, she played a central role in securing transformative investments, including De Havilland Canada’s corporate headquarters and CGC’s wallboard manufacturing facility, projects that strengthened Alberta’s competitive position and diversified the rural economy.

Amber’s leadership has been recognized provincially and nationally. She is a recipient of the Queen Elizabeth II Platinum Jubilee Medal, was named a Trailblazer by the Federation of Canadian Municipalities and was honoured by Invest Alberta at their inaugural Partner Showcase for her contributions to accelerating the province’s economic momentum.

Her governance experience is extensive and proven. Amber has served on more than 20 boards and committees, many as Chair, across sectors including procurement, insurance, natural resources, emergency services, economic development, health, and environment. She currently serves as a Board Director and Governance & HR Committee Chair with the Rural Health Professions Action Plan (RhPAP) and as an Adjunct Professor at the University of Calgary, recognized for her work in inclusive and effective governance.

What distinguishes Amber is the breadth of her perspective. Before entering public service, she built a foundation as an entrepreneur and, often to people’s surprise, a certified pyrotechnician, experiences that shaped her approach to creative problem-solving, operational discipline, and steady decision-making under pressure.

Amber holds a Bachelor of Science from the University of Calgary and the ICD.D designation from the Institute of Corporate Directors. She is currently pursuing an MBA (Global).

Outside of work, Amber enjoys life with her husband and the privilege of being mom to five grown children. She is happiest outdoors—hiking, paddling, waterfall chasing, or bow hunting.
