Aileen Giesbrecht

Senior Consultant

Aileen is a city-builder who has spent more than two decades guiding Canada’s fastest growing city through its most complex political, administrative, and governance challenges.

As a Senior Consultant at ISP, Aileen helps clients advance government relations files with a practitioner’s understanding of how decisions actually move through government. Having served six City Councils and six City Managers, she brings rare insight into the procedural, legislative, and political dynamics that determine whether an initiative succeeds.

Before joining ISP, Aileen spent more than twenty years with the City of Edmonton, most recently as City Clerk, a role she assumed in 2020. Leading a team of more than 80 employees, she was responsible for the integrity of the City’s democratic functions, including City Council meetings, quasi-judicial tribunals, corporate access, privacy records management programs. As Returning Officer, she led Edmonton’s 2021 and 2025 municipal elections which required setting up an election management body that required filling 6,000 positions.

Her earlier City of Edmonton career included serving as Chief of Staff to the City Manager, Executive Director of the Edmonton 2022 Commonwealth Games bid, and Director of the Downtown Arena Project, where she supported the City’s negotiating team through the arena negotiations with the Katz Group. She also held senior roles in asset management, infrastructure services, corporate strategy, and enterprise risk management.

Prior to her tenure in Edmonton, Aileen spent a decade in Scotland working with the Scottish Executive and Glasgow-based social inclusion partnerships, where she supported the largest social housing stock transfer in Europe, covering 75,000 units.

Aileen holds a Bachelors of Arts from the University of Alberta and a Master of Philosophy from the University of Glasgow, Scotland, is a Certified Municipal Clerk, a member of the National Association of Parliamentarians and completed executive programs at the Harvard Kennedy School and the Judy Project at the Rotman School of Management.

Aileen lives her commitment to work-life balance by making quality time for her husband Scott and son Emerson, pursuing her love of tennis and golf, and serving on the board of the Mental Health Foundation.
